Switch to the "Users" tab of the "Administration" workspace:

The "Users" panel shows a list of all user accounts that have already been created for this Docmenta server installation.
To create a new user account, click the "New user" button next to the list. This will open following dialog:

Enter the login name and contact data for the user account to be created. To set or change a password for this user account, enter the password in the "New Password" field and repeat the password in the field beside. 
Optionally change the default settings of the other fields as described in Section, “Editing the user profile”.
Click "Okay" to save the user account data and to close the dialog.
